How UAE businesses get leads, what a lead costs and how leads are followed up
Lead generation in Dubai and the UAE in the order a business acts: define a lead, pick the sources, work out what a lead costs from your own numbers and follow every lead up.
Short answer
Define what counts as a lead, decide how each lead reaches your team, work out cost per lead, per qualified lead and per customer from your own records, and follow every lead up. Google lead forms and Meta lead ads can both pass leads to your systems, and TDRA's policy on unsolicited text messages turns on consent.
Most UAE businesses that ask about lead generation are really asking three things in a row: where will the enquiries come from, how much will each one cost me, and what happens to a lead once it arrives. Buyers usually settle the first, guess at the second and leave the third to whoever answers the phone. I would work in the opposite order of effort: decide what a lead is, make sure it reaches a person, then count the cost properly.
A note on who is writing. This site is published by Web Marketing International FZCO, which sells advertising, tracking and lead follow-up services. I may be a supplier you are considering, so where I give a view I say so, and nothing here ranks any provider. The cost per lead calculator works on your own numbers and favours nobody.
Decide what counts as a lead
A lead is a decision, not a fact about the world. A form submission, a call, a WhatsApp message and a request for a quote can each be called a lead, and they are worth very different amounts. Write down which actions your business will count, and which will count as a qualified lead, meaning one your sales team agrees fits what you sell. Google makes the same point about its own reports: a conversion is an interaction that leads directly to a behaviour valuable to you, and it gives a phone call as one example[3]. What is valuable is for you to define.
This matters for B2B lead generation in Dubai as much as for consumer services. A B2B business often receives few leads, so one badly defined lead changes every figure.
Where leads come from
Leads reach a UAE business through search, social platforms, referrals, partners, events, its own website and the phone. This site does not tell you which to choose. It covers how a lead from each source is delivered, counted and followed up, and the guide on lead sources and how each one delivers leads goes through it.
The delivery step is where leads are lost, so it is worth knowing how the platforms handle it. Google describes lead forms as forms inside your ad where people submit their details, and says they can be added to Search and Performance Max campaigns. Leads can be downloaded, sent by email, or passed to your CRM through a direct connection that you build or buy from a third-party provider, and Google keeps leads for 60 days, so it advises downloading them regularly[1]. Meta describes ways to receive each lead as it is submitted and to read leads in bulk by date, which needs technical set-up[4]. If nobody has set that up, leads wait in a platform until someone remembers to look.
What a lead costs
I do not give a typical cost per lead on this site. I have no source I could stand behind for the UAE, and a number I cannot source would only anchor you. The useful answer is a formula applied to your own records. Three figures matter, and they tell you different things:
- Cost per lead: total spend divided by leads received.
- Cost per qualified lead: total spend divided by the leads your team judged qualified.
- Cost per customer: total spend divided by customers won.
A source with a low cost per lead can have a high cost per customer if few of its leads qualify. Enter your own numbers in the cost per lead calculator to see all three with the equations shown, and read measuring cost per lead and common mistakes before you compare sources.
From lead to customer
A platform can tell you who clicked and who submitted a form. It cannot tell you who bought unless that outcome is sent back. Google describes offline conversion imports for this: you save the unique click ID that Google assigns to each ad click with the lead’s details, and send it back with the outcome when the lead converts offline[2]. Whether you do this or simply keep a spreadsheet, the principle is the same: record the source of every lead, and record what became of it.
How leads are followed up
Follow-up is a process with an owner, not a good intention. For every lead source I would want to know who is told when a lead arrives, how they are told, what the first reply says, what happens if the lead does not answer, and how the outcome is recorded. The lead follow-up checklist sets this out as questions you can answer for your own business. I have not put a response-time target on this site, because I have no source for one and your sales cycle is yours.
Messaging rules to know in the UAE
Follow-up often means a text message. The UAE regulator, TDRA, has a policy on unsolicited electronic communications that applies to text messages with a UAE link. It defines spam as marketing sent without the recipient’s consent[5]. TDRA says it takes strict action against entities that send marketing texts without prior consent[6]. The policy is addressed mainly to telecom licensees, who must pass its rules to the businesses that send messages through them. Those rules include keeping a record of consent, a free way to opt out and no marketing texts between 9:00 p.m. and 7:00 a.m.[5]. This is general information about one policy. Check the current text with TDRA and take professional advice on your own messaging.
What I would do first
- Write down what counts as a lead and a qualified lead for your business.
- For each source, confirm the lead reaches a named person without anyone having to log in and look.
- Record the source of every lead and the outcome, even in a simple sheet.
- Work out the three costs from your last full period, then compare sources on cost per customer.
- Fix follow-up before you increase spend, because more leads into a weak process raise the cost of each customer.
If you want lead follow-up automated, the lead nurture automation I set up is described on my own site. The publisher disclosure applies: I sell it, and you should compare it with other options.
